Web Retrieval
When the web holds material that supports the answer, does it come back? Judged against the WEB, not against what the tool retrieved: if the answer was out there and search missed it, that is a retrieval failure. The developer does not know which URL holds the answer -- the product has to find it, which is the whole category.
What this capability means
Web Retrieval means a tool can find live/open-web sources that support an answer when the user is not given the URL first. For answer-only products, the cited sources are inspected as the result list. If the web already holds the support and the tool misses it, that is a retrieval failure.
Boundary: It does not judge retrieval over a corpus the user uploaded for Managed RAG.
